Business Opportunities
The engagement and development of local suppliers is an important aspect of the PNG LNG Project’s National Content Plan and the Papua New Guinea Oil and Gas Act. Supplier development involves purchasing local goods and services, transferring knowledge and skills, and increasing PNG suppliers’ capability to help them meet the global standards that are expected for contracts with PNG LNG and others.
The PNG LNG Project is a large and complex operation that involves two types of activities:
- Construction, the first phase of which is expected to take place between 2009 and 2013; and
- Production, which is expected to begin in 2014 and run until around 2044.
The PNG LNG Project will use major Engineering, Procurement and Construction (EPC) contractors to build the PNG LNG facilities and pipelines. The major EPC contracts are:
- C1 and C2 Infrastructure contractors include an Early Works component and will build infrastructure needed to provide logistics routes for the subsequent EPC contractors
- EPC1 contractor will build the telecommunications systems
- EPC2 contractor will build the offshore pipeline and pipeline landfalls
- EPC3 contractor will build the LNG facility
- EPC4 contractor will build the Hides Gas Conditioning Plant and Hides wellpads
- EPC5 A contractor will build the onshore pipeline
- EPC5 B contractor will build the Komo airfield (Hides Area)
- Drilling contractor will drill the gas wells.

Where supply exists within PNG, EPC contractors will be encouraged to procure goods and services locally wherever they are competitive with foreign-sourced supplies, and with a responsible approach to ensure the Project doesn’t negatively impact the needs of other projects or industries.
Representative landowner companies will get priority for the supply of various support services performed. This may include services such as camp maintenance, local personnel transportation, vehicle hire, catering and labor.
In addition to these representative landowner companies, with whom the Project is already engaging, a database is also being compiled of other potential suppliers that could provide specialist services for the Project.
The overall objective is to provide opportunities for local suppliers by supporting the development of capable, nationally-competitive service companies that remain working and in business long after construction is completed.
